DOAX3 Lies they want you to believe and parrot

DOAXBV and DOAX2 sold very poorly in North America. As in, less than half a percent of all Xbox 360 owners bought DOAX2. Its sales were absolutely abysmal, nearly a quarter of what DOAXBV sold, which already sold poorly enough. Very, very few games from large publishers sold more poorly than DOAXBV and DOAX2 did in North America.

The only reason the North America sales were still technically higher than the Japanese sales is because the games are Xbox exclusives, and it should not be a surprise to anybody to hear that the phrase "exclusively for Xbox" translates to Japanese as "three people will buy it, and two of those are developers of the game." In fact, proportionately to the number of Xboxes and Xbox 360s sold in Japan, DOAXBV did do better in Japan than in North America.

This is further followed by the success of the DOA fighting games. DOA3 and 2 Ultimate were exclusive to the Xbox and sold better in North America than Japan, though proportionate to the number of consoles sold in Japan they actually came out about even. DOA4 is an Xbox 360 exclusive and the exact same case happened there.

Conversely, DOA5 is multi-platform and has done far better in Japan than in North America, and the DOAX game which was released on the PlayStation PSP sold better in Japan than in North America. In fact it should surprise nobody that DOAX on the PSP sold even more poorly in North America than DOAX2 did.

So, if you actually look at the trends across the series, you'll see that A) the sales in Japan compared to sales in north America are mostly dictated by the platform the game is available on, and B) the sales of the DOAX series have been on a drastically downward slope for North America.
