One other factor to note is that there is no garantee that reporting supscious activity would result in police investigation and on top of that, a police investigation is no garantee of stopping a shooting or act of terrorism.
Remember that people had been suspcious of Elliot Rodger for years. Yet his first attempt at a mass shooting was unchecked and only failed due to illness. Then before his second attempt, police DID investigate after he was reported and found nothing wrong. After a short friendly conversation they let him be.
In a case like this, even putting hindsight aside. You have to wonder if police would have successfully been able to discover or prevent anything without a warrant, complete search and a strong enough incentive to want a team to turn a home upside-down.
To put into perspective, think of when the 6'10, 336 pound Big Red Monster Kane was set to go one on one with the always utterly unpredictable Bizarre One known as Goldust. Kane was standing ready in the ring, waiting as Goldust made his trademark strange entrance in a long goat coat and wig. When suddenly Goldust shocked the world by attacking Kane with a flamethrower from out of no where

Suddenly "Goldust" removed his coat and wig to reveal he was actually Kane's arch enemy, Triple H in disguise. Catching the monster utterly off his guard. Triple H then went basaltic, beating the living hell out of the weakened Kane and tossing aside the referees and security like a huge alpha-wolf casually hurling bunnies out of his way before finishing his dinner.

Now it's true that there was bad blood between Triple H and Kane. And if you had searched Triple H's home or lockerroom just before the incident you would have found a Goldust coat/wig and flamethrower. As well as that it is unlikely that he applied the make-up himself and so likely had an accomplice for the attack.
But nobody thought he was capable of such a thing until after it occured. And even then as stated it is doubtful that police would have searched his home as The Cerebral Assassin is one of the best talkers in human history and could smooth talk his way out of anything. It would not be healthy to respond to the attack by blaming Ken Shamrock for not calling police on Triple H getting a package at somepoint.
Vigilance is a great thing but you gotta believe paranoia and anger towards irrational could have beens. Is not much of a solution or idea and is more of a way to vent frustration.
