You think it would "persuade" people to not do crimes, but it doesnt work like that.
We have higher crime rates than many countries, despite the fact that our justice system is harsher than most of them.

Because people who suggest such remedies, those that are peaceful and "humane" as you so like to sardonically dub it, don't suffer from the painful torment experienced in the lives of people who mass murder others. Those people aren't "humane" because they suffer deeply within. They lash out and make others suffer for their inner suffering. They need help and the ability to talk to others about their problems, and warn others of their coming bottled up pain. They need to come out and confess of these things before they do them, and those that do not should be studied to figure out why they do not.

    For what cause would we have to torture him? The United States already has an enhanced interrogation program that we use to find out if more plots are incoming.

    Once we know the answer to that question, there is no reason not to proceed the usual way.
