Honestly, feminists.
It's an incredibly stupid double standard because men have and will always objectify women to some extent regardless of body shape and a lot of dudes prefer small boobs, buuuuuut the general societal standards seems to be if you're a chick with big boobs and show these big boobs in any remotely revealing way, you are basically just there "for your boobs" and get taken less seriously as an actress, women "slut shame" you for "using your body" to get a role, etc. It's really f***ing stupid, but nearly every busty actress has addressed it and a lot of Hollywood movies seem to go out of their way to not cast busty chicks unless it's a movie like Baywatch or Transformers where the chicks are explicit fan service. It's really funny because I think other women have put other women on a pedestal for having big boobs more than men have. It's one of those things where other women get salty if another chick has more curves than them because a flat chick can wear a low cut shirt and booty shorts and it's no biggie, but God forbid a chick with a big rack actually show it in any remotely revealing manner.
Sanity is a one trick pony, all you get with it is rational thought, but with crazy the sky's the limit.

Actually, you might have a point. Minorities, Black men seem to value a giant ass, while White males seem to value breasts. Especially in Brasil, where playboy models only show the ass. Moreover, almost every Niki Minaj video hyper-displays her ass jiggle, and she twerks on stage. In America, the ass was not as much a coveted feature until Sir-Mix-A-Lot made it front and center. This, followed by early 90s pop culture booty jokes, and eventually twerking around 2000.
Breasts, and the entire package, were evident of the "full-picture" centerfold through the trashy "sex-trap" 80s. Now, mainstream media values "thickness," "booty shorts," and "Truffle Butter." I dare you to look that last one up on google. It's quite the treat. ;). I personally prefer boobs over ass. I do not understand the obsession with glutes.

Also, read this section from SMAL's "Baby Got Back." This will answer TC's question:

So, it isn't that breasts aren't more popular, it's that SJW culture has projected a fear into mainstream thinking that NOT liking glutes is racist.

Actually there might be a bigger picture to look at.
1. Breast Health Issues Big Breasts cause back problems. Scarlet Johansen is on record for getting a breast reduction because she felt she was having problems. This has stopped no one from saying she's hot still. 2. Hollywood, and Sex in General Yes, ideas have changed on what the the popular idea of what makes a beautiful women, but so have the way we treat women in Hollywood from casting couch to the directors. While I will say it's not equality, its something closer then it was. Which isn't counting B movies, but they seem to have a smaller pool of ladies to choose from. The bigger issue in regards to this topic is, alot of actresses are advising against roles that get you known more for you body then your skill, and that seems to be something alot of new actresses are taken to heart. 3. Stigmatism on Sexuality This hits on several different levels. The main one being sex doesn't sale as much as use to in the modern world since there is so many other places to get it. The other is there is so many markets that will outright ban product for various reasons. 4. Outside of Porn Breast Implants are borderline Taboo You would think we'd be over this by now since most people don't care, but between health issues related to breast implants, body shaming, or just the cost in general. Still that easily loops back to point 1. I'm also curious to hear what the average career span is for a big boob actress, and how long she was able to stay at her highest level. Dolly Parton might end up being the biggest name on the list, but certainly not the average career.
