Tillerson asked NK about Warmbier and NK said "here, you can have him back. oh btw, somehow he got sick and is braindead from botulism."  Why was NK so eager to release Warmbier, you ask? He's catatonic, can't do manual prison labor and is an extra mouth to feed. NK can't benefit from keeping Warmbier, doesn't want to feed and bathe him for the next 15 years and also doesn't want him dying on their watch so they released him.
