Where I live, there's a church that rings its bell 5 min before mass starts, but they're only allowed to ring the bell up to 10 seconds, which is fair otherwise it will be consider disturbing the peace and they can get a citation for it. I sure as hell would not want an Islamic prayer being shouted at through a megaphone for any longer than 10 seconds because it would get f***ing annoying. They can easily do their prayers indoors.
